CW Program Manager, Permanency Programs (FAS/KSS/ICPC)

Position Summary: 

The Child Welfare Program Manager I provides management and leadership of a specific program area for the agency's Child Welfare programs throughout the State.  The position oversees the contract, personnel, budgets and outcomes for the program area they oversee.  The position also ensures high quality service delivery and standards, as well as compliance with all licensing and funding requirements.  This position requires travel to multiple sites, across Arizona to work collaboratively with diverse teams while promoting the implementation of quality intervention services to children and families across the state.  The position is considered a high level director position in the organization and responsible for cultivating new revenue sources.

These include, but are not limited to: In Home, Parent Aide, Case Aide, Independent Life Skills, and THRIVE, HRSS, Adoption, HACS, and ICPC programs including personnel, budgets, and outcomes. 

Salary compensation: $83,112 annually

Essential Job Functions: 

  • A visionary leader capable of providing a strengths based approach to intervention teams, statewide, while promoting the mission and vision of AzCA
  • Leads the budgeting process for all intervention teams and works collaboratively with those teams to ensure financial goals are met and new opportunities are vetted
  • Provides supervision, leadership, and coaching/mentoring to a diverse statewide team of Program Administrators and/or Supervisors, as well as role modeling effective and positive leadership to various program staff
  • Identifies talented professionals and facilitates the selection process for new staff
  • Addresses, and supports local Administrators and Supervisors regarding disciplinary issues, supervision and evaluations, and makes recommendations for terminations when warranted.
  • Oversight and management of the services performed by employees, contracted staff, students, trainees and volunteers within the assigned program area(s).
  • Leads and designs quality management efforts through careful assignment of staff, to the intervention programs, as well as monitoring and analysis of accomplishments and challenges, while ensuring proper data reporting, and evaluation of quality services.
  • Solution focused leadership that provides support to teams statewide, as well as supplying meaningful feedback regarding business opportunities, challenges with programs and target communities, and a strong emphasis on executing change.
  • Assists with facilities management issues, where required, and determines space/equipment needs for growing teams.
  • Works closely with Senior Director of Child Welfare Programs to ensure continued growth of programs with the utilization of best practice models whenever possible.
  • Assists the Senior Director of Child Welfare Programs with RFPs, contract negotiations, and the implementation of successful bids.
  • Oversees facilities management where required and determines space/equipment needs.
  • Driver of the successful, timely, and efficient implementation of services and billing processing.
  • Stays informed and utilizes systemic monitoring tools to ensure that intervention services are delivered in accordance with agency, licensing, contract, and accreditation standards.
  • Takes initiative and leading role in preparing statewide RFPs, contract negotiations, and the implementation of successful and innovative bids.
  • Effectively executes on programmatic initiatives including implementation of EBPs, best practices, promising practices and corresponding data collection that supports these practices.
  • Ensures and strongly promotes timely and effective inter-agency service delivery in all areas statewide.
  • Develops and maintains collaborative relationships with external and internal customers.
  • Produce effective and efficient teams across the state.
  • Understanding of change management and the ability to coach and build cohesive intervention teams.
  • Attends and participates in all required meetings.
  • Performs work and represents AzCA in accordance with our mission, vision and values and Foundations for Success.
  • Maintains consistent attendance and punctuality to provide consistency in serving clients.
  • Performs other duties as assigned, which are consistent with the general responsibilities of the position.

Permanency Services

This position is responsible for the management and administration of the agency's Foster and Adoption Services (FAS), Home Assessment and Courtesy Supervision (HACS), the Interstate Compact on the Placement of Children (ICPC), and AzCA's Kinship Services and Supports (AKSS) contracts and programs including personnel, budgets and outcomes.

Family Education Supports & Services

This position is responsible for the management and administration of the agency's Family Education Supports and Services (FESS) contracts, grants and programs including personnel, budgets and outcomes.  This position will work closely to ensure all certification requirements for the Parents as Teachers (PAT) programs are successfully achieved.

Successful Transition to Adulthood 

This position is responsible for the management and administration of the agency's Successful Transition to Adulthood (STA) contracts and programs including personnel, budgets and outcomes.

  • Able to operate common office equipment and be proficient with electronic health records, calendaring, word processing and other needed computer and electronic device skills.
