As the Employee Learning & Development Supervisor, you will oversee AzCA’s Learning and Development team and initiatives across the agency. This role is responsible for the administration, planning, design, and delivery of organization-wide training programs that build employee skills, strengthen service quality, and align with our mission to protect, empower, and support children, youth, and families.

You will also lead the development, editing, quality control, and production of curricula and training materials, ensuring all learning content is accurate, engaging, and aligned with agency goals and standards. Through collaboration with department leaders and subject-matter experts, you’ll help ensure our workforce continues to learn, grow, and thrive.

Salary Range: $59,897-$63,627

Position Summary:

The role of the Employee Learning and Development Supervisor is to oversee the agency's employee learning and development team and initiatives. This position is responsible for the administration, planning, and development of the agency-wide development, implementation and monitoring of training and learning initiatives. The Employee Learning and Development Supervisor is responsible for the development, editing, quality control, and production of curricula and program development projects for the agency and staff, agency-wide. This position will also deliver training and learning initiatives.

Essential Job Functions:

-Assist with the departmental/functional training budgets, forecast costs and delegate numbers as required by organizational planning and budget systems

-Assess current, and relevant training needs for staff and programs of AzCA, in consultation with program leaders, including utilizing assessment methods and measurement systems for future success

-Stay informed on relevant skills and requirements, per contract and services type, for effective performance, and communicate information throughout the organization as appropriate

-Create, lead and support the principles and implementation of outcomes driven and/or evidence based and promising practices across all programs and departments

-Lead the process of curriculum and program development, which includes needs assessment, planning, content development, pilot delivery and revision, and presenting the completed curriculum package

-Provides supervision, leadership, and coaching to members of the Employee Learning and Development Department, ensuring their continued development and effectiveness.

-Appropriately delegates, oversees and monitors the work necessary to carry out the agency's training program

-Identify, select, and manage external training providers, and relationships, necessary to deliver the required training by contract or program

-Provide leadership, ongoing coaching and support, and feedback to training department staff

-Ensure that all internal and external training materials and activities meet the organizational and statutory policies, are effective for level of mastery needed and appropriate for adult learning and retention

-Oversee the AzCA data/video library for training and staff development

-Monitor and report on activities, costs, performance, etc. as required

-Assist in projects such as RFP/grant writing, New Employee Orientation & Program Specific Orientation development, ongoing staff professional development, and clinical licensing processes, product licensing etc.

-Assist in organizing training venues and all training accommodations needed to achieve efficient training and attendance

-Plan, design, and deliver engaging training courses directly, or facilitate train-the-trainer sessions to build internal training capacity as needed

-Conduct research and consult with program leadership regarding the design and development of new curricula and/or programs

-Oversee all training equipment and materials relating to the effective delivery and measurement of training

-Establish a structured review cycle to regularly update existing training, and maintain regulatory compliance

-Research and improve curricula by enhancing content quality, sequence, and learning outcomes

-Works collaboratively with all agency support teams (HR, CPQI, Accounting, IT, etc.) to ensure that training requirements are in line with agency P&P

-Ability and willingness to travel within the State of Arizona

-Attends and participates in all required meetings

-Performs work and represents AzCA in accordance with our mission, vision and values and Foundations for Success

-Performs other duties as assigned, which are consistent with the general responsibilities of the position

Minimum Education and Experience

-Bachelor's degree in Human Services, Public Administration or related field from accredited university or college

-Minimum 3 years of experience in training/development with an emphasis on child welfare or prevention services

-Experience in field work or direct practice with clients a plus

-Minimum 2 years of progressive supervisory and administrative experience

-Minimum 2 years of experience in a position that utilizes Adult Learning Theory and Curriculum Development for Adult Learners

-Or, Equivalent combination of education and experience to be able to perform the essential functions is required

Minimum Qualification & Requirements

-Must be 21 years of age (licensing requirement).

-Possess a valid Arizona driver's license and be insurable under the agency's automobile policy.

-Must be able to provide DPS fingerprint clearance.

-Must be able to meet training and agency compliance requirements for the position.
