Quality Improvement and Compliance Senior Manager

Position Summary:

The Quality Improvement and Compliance Senior Manager (QICSM is responsible for leading Arizona's Children Association's quality improvement, compliance, and risk management initiatives to ensure operational excellence and regulatory compliance. This role reports to the Chief Operations Officer and develops, implements, and oversees the agency's Performance and Quality Improvement (PQI) Plan, Corporate Compliance Plan, and Risk Management Plan while promoting a culture of continuous quality improvement across the organization. For the purpose of organizational independence, this position also has a direct line to the Governance Committee of the Board as needed.

The QICSM provides centralized oversight, analysis, and reporting of quality, compliance, and performance data to agency leadership and stakeholders, ensuring adherence to organizational policies and procedures, federal and state regulations, contractual requirements, and accreditation standards. This position coordinates all licensing and accreditation activities and serves as the primary resource for statewide staff on compliance, licensing, accreditation, PQI initiatives, case review processes, and contract deliverables.

In addition, the QICSM supervises staff responsible for monitoring and reporting program outcomes to ensure compliance with contract and grant requirements. The position also serves as the agency's HIPAA Privacy Officer, overseeing privacy compliance, translation and language access services, and data validation processes to support accurate reporting, regulatory compliance, and high-quality service delivery.

Annual Salary: $65,000.00-$75,000.00

Position Summary:

The Compliance Officer & Director of Quality (CODQ) develops and oversees the agency's performance and quality improvement plan, corporate compliance plan, risk management plan, and Performance and Quality Improvement (PQI) activities. The position provides centralized information and reporting to the agency stakeholders in keeping with agency policies and procedures, federal and state regulations, and accreditation standards. This position is responsible for coordinating licensing and accreditation activities. The CODQ provides ongoing support to statewide staff involved in licensing, accreditation, compliance, CPQI, case review activities and contract deliverables. The CODQ oversees the individual responsible for policy and procedure development and review, risk management activities, contract management, and medical and client records. The position also serves as the HIPAA Privacy Officer and oversees translation services, and data validation functions.

Essential Job Functions:

  • Oversees and monitors the development and implementation of the agency's Quality Management, Corporate Compliance and PQI programs, plans and activities.
  • Serves as the Compliance Officer and reports directly to the Audit Committee regarding any possible fraud, waste or abuse.
  • Manages all applicable Compliance, Performance and Quality Improvement (CPQI) staff.
  • Serves as the HIPAA Privacy Officer.
  • Develops, coordinates and participates in a multifaceted educational and training program that focuses on the elements of the compliance program, and seeks to ensure all appropriate employees and management are knowledgeable of, and comply with, pertinent federal and state standards.
  • Acts as agency liaison with state licensing personnel with the goal of assuring consistency of practice statewide.
  • Provides assistance to statewide staffing facility licensing, registration and renewal processes.
  • Maintains centralized log and files for all critical incident reports, insurance claims and lawsuits. This information is tracked and analyzed for reporting to the Executive Leadership Team and the Risk Management Committee as outlined in the Risk Management Plan.
  • Tracks licensing successes and deficiencies, and provides reports to senior leadership (annually at minimum).
  • Facilitates accreditation activities and oversees ongoing compliance with accreditation standards.
  • Coordinates and monitors internal compliance review activities.
  • Oversees contract deliverables for compliance.
  • Conducts investigations, root cause analysis, and develops corrective action plans in collaboration with the Chief Program Officer.
  • Provides supervision to the Performance Evaluation Manager to assure outcome and perception of care data are incorporated in quality management planning.
  • Responds promptly to detected or reported fraud offenses, conducts investigations, develops corrective action plans and reports findings appropriately.

  • Chairs the Compliance and Performance and Quality Improvement committees.
  • Assists in planning and monitoring of the agency's claims process to ensure efficiency and accuracy.
  • Supervises staff as assigned by the Chief Executive Officer.
  • Performs other duties as assigned which are consistent with the general responsibilities of the position.
  • Able to effectively provide leadership in adverse, multi-cultural environment and be sensitive to the service population and agency's cultural and socioeconomic characteristics.
  • Able to use technology including strong computer skills in Excel, Word, Outlook, web-based meeting platforms and the ability to learn and utilize other software and electronic devices as needed.
  • Must be able to climb stairs, travel to a variety of locations and venues and move throughout facility or venue.
  • Must have the ability to maintain confidentiality and exhibit sound judgment and emotional stability.
  • Ability to read, comprehend and interpret complex information.
  • Must be able to physically demonstrate competency in the following areas: operate an agency transport vehicle (unless declared a non-driver).

Other Minimum Qualification/ Requirements:

  • Must be 21 years of age (licensing requirement).
  • Possess a valid Arizona driver's license and be insurable under the agency's automobile policy.
  • Must be able to provide own transportation to and from clients' homes and/ or other relevant organizations/ agencies.
  • Must be able to provide DPS fingerprint clearance.
  • Must be able to meet training and agency compliance requirements for the position.
